Phonetics (IPA vowels): use of 'a' or 'an'

There is no obstruction in the passage of air through the oral cavity while pronouncing vowel sounds. We should not concentrate on spellings of the word but on the sound of the word during transcription. Also the article 'an' should be placed before words starting with vowel sounds.

an orange
an apple
an eagle
an honest man('h' is silent and vowel sound is heard at the beginning)
an hour

but

a European( 'y' sound is heard not 'e' sound)

a year('y' sound is heard not 'i")
